Member Biography:

Carol Owens, MPA., Ed. D
Governor’s Council on Substance Abuse

Carol Owens’s educational background includes a Doctorate degree in Educational Leadership, a Masters Degree in Public Affairs and a Bachelors Degree in Community Service. She has more than 30 years experience in planning, administration, public policy and organizational development for program areas that have included substance abuse, chemical dependency, mental health, developmental disabilities, public health, childcare, senior services, domestic violence, community action and criminal justice programs.

She is currently employed as the Coordinator for the Washington State Governor’s Council on Substance Abuse and has worked at a public policy level in state government for 13 years. Prior to working for state government she spent ten years directing human service programs for local government and also worked for ten years with non-profit, community service agencies.
