LIST OF LICENSES, PERMITS AND FEES

Liquor License Change of Location - $75
To close your present business and move to a new location.

Retail Licenses

Beer and Wine Gift Delivery - $75
To deliver beer and/or wine in bottles or original packages in conjunction with gifts or flowers. Beer and Wine Gift Delivery licensees may hold no other class of liquor license.

Beer and Wine Specialty Shop - $100
To sell beer and/or wine* for off-premises consumption in bottles, cans, or original containers. Must maintain a $3,000 minimum wholesale inventory of beer and/or wine.

Note: The Board may designate as "restricted," based on recommendations by the local government authority. A restricted designation prohibits the sale of wine with an alcohol content of 14 percent or more by volume.

Grocery Store - $150
To sell beer and/or wine* for off-premises consumption in bottles, cans, or original containers. Must maintain a $3,000 minimum inventory of food products for human consumption, not to include soda pop, beer, or wine.

Note: The Board may designate as "restricted," based on recommendations by the local government authority. A restricted designation prohibits the sale of wine with an alcohol content of 14 percent or more by volume.

International Exporter Endorsement - $500
Allows the sale of beer and wine to locations outside the United States.

Motel - $500
A retail license issued to Hotels/Motels allowing the sale of spirits, beer, and wine by the bottle from honor bars within guest rooms. Allows the service of beer and wine without charge to overnight guests for on-premises consumption.

Nonprofit Arts Organization - $250
Allows a nonproft arts organization which sponsors and presents artistic or cultural performances to sell spirits, beer, and wine to patrons for consumption on the premises

Private Club - Beer and Wine - $180
To sell beer and/or wine for on-premises consumption. Beer and wine may be sold either on tap or in opened bottles or cans. Private Club licensees may not sell beer or wine for off-premises consumption.

Private Club - Spirits, Beer, and Wine - $720
To sell spirits, beer, and wine by the individual serving for on-premises consumption. Beer and wine may be sold either on tap or in opened bottles or cans. Private Club licensees may not sell beer or wine for off-premises consumption.

    Non-Club Event Endorsement - $900
    Allows up to 40 non-club, member-sponsored
    events annually using club liquor.

Public House - $1,000
A retail license that allows the manufacture of no less than 250 gallons and no more than 2,400 barrels of beer on the licensed premises, and the sale of beer and wine at retail for on-premises consumption.

Holders of a Public House license may not sell beer or wine to go. Public House licensees may apply for a Spirits, Beer, and Wine Restaurant license, in order to sell spirits by the individual glass for consumption on the premises.

Restaurant - Beer and/or Wine
To sell beer and/or wine for on-premises consumption in conjunction with food sales, either on tap or in opened bottles or cans.

  Beer - $200

  Wine - $200

            Off-premises - $120
            To sell beer and/or wine for off-premises consumption in
            original, unopened containers. Tap beer may also be sold for
            off-premises consumption in kegs not less than four gallons
            and in other sanitary containers.

            Caterer’s Endorsement - $350
            Extends the on-premises license privilege to allow the
            sale and service of beer and wine at approved locations
            other than the licensed premises.

Restaurant - Spirits, Beer, and Wine
To sell spirits, beer, and wine by the individual serving for on-premises consumption. Beer and wine may be sold either on tap or in opened bottles or cans. Issued only to restaurants that meet specific food service, kitchen equipment, and floor space requirements. Spirits, Beer, and Wine Restaurants are not eligible to sell spirits, beer, or wine to go.

   Less than 50% dedicated dining area - $2,000

   50% or more dedicated dining area - $1,600

   Service bar only - $1,000

   Note: Fee may be prorated for seasonal operations in
   unincorporated areas.

             Caterer’s Endorsement - $350
             Extends the on-premises license privilege to allow the
             sale and service of beer and wine at approved locations
             other than the licensed premises.

Duplicate License - Spirits, Beer, and Wine Restaurant
To allow a Spirits, Beer, and Wine Restaurant to sell liquor from
additional sites. These sites must be located on the same property and
owned by the same licensee.

             Fee is per duplicate license:

             Airport terminal - 25% of annual license fee

             Civic center - $10

             Privately owned facility open to the public - $20

Snack Bar - $125
To sell beer for on-premises consumption by open bottle or can only. Snack bar licensees are not eligible to sell beer to go.

Sports/Entertainment Facility - $2500
To sell spirits, beer, and wine by the individual glass for on-premises consumption at Board approved locations. Issued only to establishments that offer sporting events for an admission charge.

             Caterer’s Endorsement - $350
             Extends the on-premises license privilege to allow the
             sale and service of beer and wine at approved locations
             other than the licensed premises.

Tavern - No Persons Under 21 Allowed
To sell beer and/or wine for on-premises consumption, either on tap or in opened bottles or cans. Person under 21 years of age are not allowed on the premises.

             Beer - $200

             Wine - $200

             Off-premises - $120
             To sell beer and/or wine for off-premises consumption
             in original, unopened containers. Tap beer may also be
             sold for off-premises consumption in kegs not less than
             four gallons and in other sanitary containers.

Non-Retail Licenses

Microbrewery - Production of Less than 60,000 Barrels Per Year - $100
To manufacture beer in Washington State. Allows a Microbrewery to sell beer of its own production at retail for on- and off-premises consumption, and to act as a distributor for beer of its own production.

Domestic Brewery - Production of 60,000 Barrels or More Per Year - $2,000
To manufacture beer in Washington State. Allows a Brewery to sell beer of its own production at retail for on- and off-premises consumption, and to act as a distributor for beer of its own production.

Domestic Brewery - Brand Owner - $2,000
A license for brand owners of beer who hold a Brewer's Notice with the Federal Bureau of Alcohol, Tobacco, and Firearms at a location outside of Washington and whose beer is contract-produced by a licensed in-state brewery.

Beer Distributor - $660
To sell beer to licensed beer retailers and other beer distributors; and to export from Washington. Beer must be purchased from a licensed Washington Brewery, Beer Certificate of Approval holder, Authorized Representative COA of U.S. or foreign beer, licensed Beer Importer, or a supplier of foreign beer located outside of the United States.

Beer Importer - $160
To import beer from outside Washington State from a Beer Certificate of Approval holder, Authorized Representative COA of U.S. or foreign beer, or from a supplier of foreign beer located outside the United States. Beer imported must be sold to licensed beer distributors or exported from the state

Beer Out of State Certificate of Approval - $200
A certificate of approval which allows a U.S. brewery located outside of Washington to sell their beer to licensed Washington Beer Importers and/or Distributors.

Authorized Representative COA Domestic Beer - $200
A certificate of approval to allow an appointed Representative to sell U.S. produced beer to Washington State Distributors/Importers. (must be appointed as the exclusive Rep by the authorizing brewery)

Authorized Representative COA Foreign Beer - $200
A Certificate of approval to allow U.S. Importers located outside of Washington State to sell foreign beer to Washington State Distributors/Importers

Domestic Winery - Production of Less than 250,000 Liters Per Year - $100
To manufacture wine in Washington State from grapes or other agricultural products. Allows wineries to sell wine of their own production at retail for on- or off-premises consumption, and to act as a distributor for wine of their own production.

Duplicate License - No Fee
For additional locations, separate from the production/manufacturing site, where the licensee may only sample and sell at retail for off-premises consumption wine of it's own production. Limit two additional locations per licensed production/manufacturing facility.

Domestic Winery - Production of 250,000 Liters or More Per Year - $400
To manufacture wine in Washington State from grapes or other agricultural products. Allows Wineries to sell wine of their own production at retail for on- or off-premises consumption, and to act as a distributor for wine of their own production.

Duplicate License - No Fee
For additional locations, separate from the production/manufacturing site, where the licensee may only sample and sell at retail for off-premises consumption wine of it's own production. Limit two additional locations per licensed production/manufacturing facility.

Wine Distributor - $660
To sell wine to licensed wine retailers and other wine distributors; and to export from Washington. Wine must be purchased from a licensed Washington Winery, Wine Certificate of Approval holder, Authorized Representative COA of U.S. or foreign wine, licensed Importer, or a supplier of foreign wine located outside of the United States.

Wine Importer - $160
To import wine from outside Washington State from a Wine Certificate of Approval holder, Authorized Representative COA of U.S. or foreign wine, or from a supplier of foreign wine located outside of the United States.  Wine imported may be sold to licensed Wine Distributors or exported from the state.

Bonded Wine Warehouse - $100
To store bottled wine off the premises of a Winery without any state or federal tax being due. Wine must remain in, or under, federal and state bond.

Wine Grower - $75
To sell wine in bulk made from grapes owned by the licensee to domestic Wineries, Distillers, and Manufacturers. Also allows for export.

Wine Out-of-State Certificate of Approval - $200
A certificate of approval which allows a U.S. winery outside of Washington to sell its wine to licensed Washington Wine Importers and/or Distributors

Authorized Representative COA Domestic Wine - $200
A certificate of approval to allow an appointed Representative to sell U.S. produced wine to Washington State Distributors/Importers.  (must be appointed as the exclusive Rep by the authorizing winery)

Authorized Representative COA Foreign Wine - $200
A certificate of approval to allow U.S. Importers located outside of Washington State to sell foreign wine to Washington State Distributors/Importers.

Manufacturer - $500
To manufacture a product that contains liquor (except Distillers, Breweries, and Wineries). Also allows Manufacturers to import, sell, and export liquor from the state.

Distiller / Rectifier - $2,000
To distill, blend, rectify, and bottle spirituous liquor.

Chemist Distiller - $20
To operate stills for laboratory purposes. Issued only to commercial chemists.

Fruit and/or Wine Distiller - $200
To distill fruit and/or wine to produce fruit brandy and wine spirits.

Importer - $600
To import, store, sell or export any liquor other than beer or wine. (No liquor Importer license is required to sell liquor to the Washington State Liquor Control Board.)

Ships Chandler - $100
For ships chandlers who are duty free exporters to sell beer and wine to vessels, for consumption outside Washington State.

Interstate Common Carrier (Planes, Trains, and Vessels) - $750
Allows the transportation of spirits, beer, and wine into Washington on commercial passenger carriers. Also allows sales to passengers and storage of these products within the state.

Duplicate licenses - $5 each
Duplicate licenses for additional planes, trains, and vessels
