CHIEF OF ENFORCEMENT IS ANNOUNCED

Control Board is pleased to announce the appointment of Rick Phillips as the new Chief of
Enforcement for the Boards Enforcement and Education Division. Mr. Phillips was
sworn in as Chief of Enforcement by Chairman of the Board Eugene Prince.
"It is a pleasure to have Chief Phillips on our team at the Liquor Control Board. We
believe his background and experience is well suited and will be of great benefit to our
enforcement division," said Chairman Prince.
Mr. Phillips joins the Board with 28 years of service through the State Patrol. The last
six and half years he was District Commander for the Patrols Southwest Region in
Vancouver. His responsibilities for the Board include the leadership of 88 liquor and
tobacco agents who regulate over 12,000 retail licensees. "My number one goal is to
work with the agents and licensees to provide a positive work environment to best serve
the citizens of our state."
Mr. Phillips is a Washington native. He graduated from Washington State University with a
Bachelors and Masters degree in Criminal Justice. He is also a graduate of the
1991 FBI National Academy . His salary is $72,096.
