Governor Locke issued an Executive
Order in 1997 that requires state agencies to review all of their
existing rules, as well as all policies that directly affect the public.
The purpose of this review is for agencies to work with stakeholders to
evaluate the effectiveness, clarity, fairness, and statutory intent of
their rules.
