Three of 13 Spokane County liquor licensees fail compliance check

Spokane County Washington State Liquor Control Board enforcement officers conducted 13 liquor law compliance checks in Spokane County on Jan. 28, and three of the businesses checked sold alcohol to an underage person employed by the Board.  

During compliance checks, an 18-, 19- or 20-year old operative enters a restaurant, tavern, or grocery store to attempt to buy alcohol. On Jan. 28,  the underage operative was able to purchase alcohol at:

  • Pine Qwik Stop, 115 S. Pines Rd, Spokane Valley

  • Super Gas & Grocery, 630 W. 1st Street, Cheney

  • The Monkey Bar And Grill, 10605 E. Sprague, Spokane

The Board commends the following 10 businesses for refusing to sell alcohol to a minor during the compliance checks:

  • Albertson's Food Center #246, 8851 E. Trent Ave., Millwood

  • Annie Fannie's, 3827 E. Boone Ave., Spokane

  • Dos Amigos, 12119 E. Trent Ave., Spokane

  • Jack And Dan's, N 1226 Hamilton St., Spokane

  • Mc Quick Lube Center, 4501 S. Regal, Spokane

  • Mitchell's I.G.A., 116 W. 1st St., Cheney

  • Rite Aid #5312, 2929 E. 29th Ave. Spokane

  • Rite Aid #5313, 4514 S. Regal, Spokane

  • Sonnenberg's Market & Deli, 1528 E. Sprague Ave., Spokane

  • Zip Trip Food Stores #13, 2820 E. 57th, Spokane

Clerks who sell alcohol to a minor receive a criminal citation.  Liquor licensees receive either an administrative violation notice (AVN) or a written warning from the Liquor Control Board based on past offenses. 

The first time AVN penalty for selling alcohol to a minor is a five-day suspension or a $500 fine, a second offense is a 7-day suspension with no monetary option, a third offense is a 30-day suspension with no monetary option, and a fourth offense is a license cancellation. 

In 2004, liquor enforcement officers conducted 6,492 compliance checks statewide, with 83.3 percent of liquor licensees passing the checks.
