OLYMPIA – The Washington State Liquor Control Board named Pat Parmer, director of Florida’s Division of Alcoholic Beverages
and Tobacco (ABT), to lead the agency’s Division of Enforcement and Education. Mr. Parmer will begin his new role as the agency’s
Chief of Enforcement February 13.
In making the announcement, Rick Garza, Deputy Administrative Director, said Mr. Parmer would bring more than 34 years experience
as a manager and executive in Florida state government to the Liquor Control Board.
“We are very fortunate to have been able to attract a candidate with Pat Parmer’s qualifications and executive management
experience for this important leadership position in our agency,” Garza said.
Mr. Parmer joined the ABT as Chief Administrative Officer in 2000, was promoted to Assistant Director in 2001 and to Director
in 2004. As director, he provided management and policy direction for the ABT’s Bureau of Law Enforcement, which operates
statewide through 13 district offices. The ABT has 167 sworn law enforcement officers, 48 licensing staff and 35 administrative
staff.
“Community policing, education and prevention are the cornerstone of the bureau’s mission,” Mr. Parmer said, adding he was
involved with a number of statewide community-based initiatives that supported that mission.
Before his tenure with the ABT, Mr. Parmer served in a number of senior management positions in Florida state government,
including Director of the Division of Technology, Licensure and Testing, Director of the Division of Medical Quality Assurance,
and Assistant Chief, Division of Worker’s Compensation.
He also has management experience in other Florida regulatory agencies and has a substantial background leading technology change.
He holds a bachelor’s degree in political science from Florida Presbyterian College. His post-graduate education includes coursework
at the University of Virginia Law School and Florida State University.
Rex Prout, who has provided direction for the division for the last nine months as Acting Chief, will continue as Assistant Chief
after Mr. Parmer begins his new duties.
